The Firm does a significant amount of work involving the planning, formation and operation of Special Districts, including improvement districts and community facilities districts.

Because of our unique mix of municipal law background, financing experience and Mr. Smalley’s LLM in taxation, Rose Law Group pc is able to pursue and achieve district formations that accomplish clients' goals for development in emerging growth areas, which are often lacking in underlying public infrastructure or services, while still achieving the clients' profit expectations.
