Four unidentified bidders will compete in a controversial auction of state land near some of the hottest real estate in the country.

Restrictions for prospective bidders on the 2,783-acre parcel in the far southeast Valley were so severe that some homebuilders, developers and lawmakers accused state officials of tailoring the auction to benefit a single developer.

But the Arizona State Land Department confirmed Tuesday four bidders submitted packages. These now will be reviewed to ensure they meet the qualifications and then used to set the opening price at a live auction of the land on Nov. 14.
