Are the two referenda to force a public vote on the Phoenix Suns arena renovation deal DOA?

And is that a bad thing?

On Thursday, an attorney retained by Phoenix notified the group behind the referenda that the city clerk’s office will reject and otherwise not process the petitions when they are submitted.

That is, even if the opposition turns in petitions with more than 13,700 valid voter signatures within the 30-day limit, the measure won’t be put on the ballot.
