Rose Law Group Lands Former Arizona Corporation Commissioner Policy Advisor Thomas Galvin

Galvin Brings Government and Real Estate Background to Enhance Zoning and Land Use Practice Group

(SCOTTSDALE, Ariz.) – Scottsdale based Rose Law Group pc is pleased to announce the hiring of Former Policy Advisor for the Arizona Corporation Commission, Attorney Thomas Galvin, to its zoning and land use practice group. Galvin served as The Policy Advisor to Commissioner Brenda Burns, who was one of five statewide-elected commissioners, for the last four years. Galvin’s professional career, before public service, was in commercial real estate development.

“Rose Law Group has a terrific reputation for delivering great work on behalf of its real estate clients. I am excited to work with Jordan Rose and the firm’s other attorneys,” said Galvin.  “By working here, I will be utilizing my commercial real estate and government experiences in order to serve our clients in the best way possible.”

The Corporation Commission is a state agency which oversees public utilities, securities, incorporating businesses and railroad/pipeline safety. Galvin briefed, counseled, and gave policy recommendations to Commissioner Burns on all those matters but mostly focused on renewable energy and public utilities.

“No two days were the same while I worked as Commissioner Burns’ policy advisor,” said Galvin. “When I was not drafting policy memos I was meeting with either the owner of a small, rural water company or the CEO of a large, publicly traded corporation. I have a keen understanding of how government regulations and policies affect the way that business is conducted in Arizona.”

Before serving as Policy Advisor to Commissioner Burns, Galvin worked in commercial real estate. He was a member of the Labor Analytics Group at CB Richard Ellis, the world’s largest commercial real estate services firm.

“I was part of a team that operated in a national scope and, therefore, had many clients in the Fortune 100. We assisted them with not only real estate needs but we studied labor markets and sought the best economic incentives for them,” said Galvin. “Each client was different with their own goals and needs and we had to be responsive.”

Also, Galvin worked for two Arizona developers. He was involved with the construction management of a Class-A facility for Foursite Development in Chandler, AZ. At Rockwater Partners, he evaluated potential acquisitions by underwriting cash flows and assessing risks and opportunities.

“Having worked on the development side, I appreciate the unique demands and challenges that developers face on a daily basis,” said Galvin. “There are a lot of moving parts that must come together in order for a deal and a project to go through.”

Raised in New York City, Galvin earned his bachelor’s degree in 1997 from The College of the Holy Cross in Worcester, MA, where he majored History. He completed his Juris Doctorate in 2003 at Notre Dame Law School. Galvin augmented these studies by completing a year-long program entitled, “Real Estate Finance and Investment” at New York University’s School of Professional and Continuing Studies’ Schack Institute of Real Estate.

Galvin gives back to the community by serving as Speaker Chair for the Active 20-30 Club of Phoenix, a philanthropic organization which raises money for Phoenix Children’s Hospital and the Children in Need Foundation. When Galvin is away from the office, he enjoys playing tennis and soccer, and supports his favorite New York sports teams.
